Korean brands in Vietnam
Korean Brand TikTok Shop Vietnam: Cross-Border, Distributor or Entity?
If you are a Korean brand looking at TikTok Shop Vietnam, you will find two official TikTok sources that seem to disagree. TikTok Korea announced in November 2025 that Korean companies could open shops in Vietnam with only Korean documents, while TikTok Shop's own Vietnam seller guidelines say sellers must be Vietnamese citizens or entities registered in Vietnam. This guide sets out both sides with their sources, compares the three realistic routes (cross-border, a Vietnamese distributor, or your own Vietnamese entity), explains why cosmetics need a Vietnamese notification holder on every route, and shows how the creator plan changes with each.

Short answer
Quick answer: can a Korean brand open TikTok Shop Vietnam?
Possibly, but do not assume it. TikTok Korea's Korea-SEA cross-border programme lists Vietnam, yet TikTok Shop's Vietnam registration guidelines only admit Vietnamese citizens and Vietnam-registered entities. Confirm your eligibility in writing with TikTok before planning. For cosmetics, a Vietnamese company must hold the product notification whichever route you choose.
- Route 1: Korea-SEA cross-border via TikTok Korea, if your account is approved for Vietnam
- Route 2: a Vietnamese importer or distributor runs the shop under your brand authorisation
- Route 3: your own Vietnamese entity opens a corporate seller account
- Cosmetics: a Vietnamese notification holder is needed on every route
- Creator content counts as advertising and must be disclosed
1. Can a Korean brand sell on TikTok Shop Vietnam? Why the answer is contested
Whether a Korean brand can open TikTok Shop Vietnam from its Korean entity depends on which TikTok source you read, and the two do not say the same thing. That is unusual enough that it is worth laying out exactly what each one says before making a plan.
We are not taking a side on which is correct for your company. Eligibility can depend on onboarding track, timing, category and account review, so the only reliable answer is the one TikTok gives you in writing for your business.
2. Side A: TikTok Korea's Korea-SEA cross-border programme
On 13 November 2025, TikTok Korea's newsroom announced the Korea-SEA cross-border solution. According to that announcement, Korean businesses can open TikTok Shop in Thailand, Singapore, Vietnam, the Philippines and Malaysia without setting up a local entity or local bank account, using a Korean business registration certificate, a Korean passport, a Korean address and a virtual account. TikTok said onboarding of Korean sellers would start in stages from 14 November 2025.
Some service partners now market Vietnam-specific programmes built on this. UpTik, a Ho Chi Minh City agency that describes itself as a TikTok Korea collaboration partner, advertises a TikTok Shop cross-border programme for Vietnam and states in its FAQ that brands can keep their entity and inventory in Korea with no local entity or stock required. That is a partner's marketing claim rather than a TikTok policy document, but it shows the programme is being actively sold for Vietnam.

3. Side B: TikTok Shop's Vietnam seller registration guidelines
TikTok Shop's Seller Registration Guidelines for Vietnam, published in the Vietnam Seller Center Academy and marked as applying to Vietnam (updated 12 August 2026), set the eligibility rules for domestic registration. Individual sellers must be Vietnamese citizens aged 18 or over. Corporate sellers must be entities registered in Vietnam, with business licences recognised by Vietnam, and corporate applicants must provide a business bank account in the entity's name. One verified entity can register up to five seller accounts.
TikTok's Business Help Center article on seller requirements also states that you must reside in the country you choose for your shop. A Korean influencer-marketing company, Trevity, reviewed the Vietnam seller guide in September 2026 and concluded that a Korean headquarters cannot open a Vietnam shop directly, advising Korean cosmetics brands without a local entity to sell through a Vietnamese importer or distributor.

4. How to read the conflict without overclaiming
The most likely explanation is that the two documents describe different onboarding tracks: the Vietnam guidelines cover domestic registration through Seller Center Vietnam, while the Korea-SEA programme is a separate cross-border track run through TikTok Korea. We could not find a public TikTok Vietnam document that sets out cross-border eligibility for Vietnam, so we cannot confirm how it is applied today, which categories it covers, or whether access is limited.
Note one more factor. Vietnam's Law on E-commerce and Decree 248/2026/ND-CP, in force since 1 July 2026, require platforms to verify sellers' identities before they trade, and the Ministry of Industry and Trade has named cross-border e-commerce a regulatory priority. Rules for foreign sellers may keep moving, so confirm eligibility close to launch, not months before.
- Ask TikTok's cross-border team whether Vietnam is open to your Korean entity now
- Confirm your category, especially cosmetics, is accepted cross-border in Vietnam
- Ask who is the seller of record and how returns and customer service work
- Ask how payouts, VAT and invoices are handled for Vietnamese orders
- Get the answer in writing before you commit budget or creators
5. Route 1: cross-border from your Korean entity
If TikTok approves your Korean entity for Vietnam, cross-border is the fastest way to test demand without setting up locally. You keep control of the shop, pricing and listings, and you can open affiliate plans for Vietnamese creators.
The trade-offs are operational. Delivery times from Korea are usually longer than from local stock, which affects reviews and creator sample logistics. For regulated categories, the product rules of Vietnam still apply, and creator content about your products is still advertising under Vietnamese law.
- Best for: testing a small range, non-regulated or already-notified products
- Pros: fast start, direct control of shop and data
- Cons: eligibility uncertainty, slower delivery, regulated categories may still need a local partner
6. Route 2: a Vietnamese distributor runs the shop
The most common route for Korean brands without a Vietnamese entity is for an importer or distributor to hold the shop. The distributor registers as a corporate seller and lists your products with your written brand authorisation.
TikTok's Vietnam guidelines support this structure: a shop name may only include a brand name with the brand owner's written authorisation, and the word Official may only be used when that authorisation has been submitted. The risk is control: the distributor owns the shop, the data and often the creator relationships, so the authorisation and distribution agreement must spell out pricing, content and reporting.
- Brand authorisation (LOA) scope and duration
- Who sets prices, vouchers and campaign calendars
- Who books and pays creators, and who owns the content
- Access to shop and affiliate data for the Korean HQ
- What happens to the shop if the partnership ends
7. Route 3: your own Vietnamese entity
A Vietnamese subsidiary or other registered entity can open a corporate seller account directly under the Vietnam guidelines, with no ambiguity about eligibility. It gives you full control of the shop, pricing, data, creators and livestreams.
It is also the slowest and heaviest route: company set-up, licences, tax registration, a local bank account, people and stock. It usually makes sense once demand is proven through Route 1 or Route 2, or when Vietnam is a priority market from day one.
- Best for: long-term commitment, wide ranges, frequent livestreams
- Pros: clear eligibility, full control, own data
- Cons: time, cost and local operations
8. Cosmetics: why you need a Vietnamese notification holder on every route
For K-beauty, the shop question is only half the problem. Under the Ministry of Health's Circular 06/2011/TT-BYT on cosmetics management, the organisation responsible for placing a cosmetic product on the market is the one named on the product notification, it may only put products into circulation once the notification has been received, and it must be licensed to trade cosmetics in Vietnam. For imported cosmetics, the file includes an authorisation letter from the manufacturer or brand owner. In practice that means a Vietnamese company holds your notification, whichever shop route you choose.
Creator marketing is directly affected. The amended Advertising Law 75/2025/QH15, Article 20, requires cosmetics advertising to have a cosmetic product notification. Trevity also reports that TikTok Shop Vietnam asks for the notification and label images when listing cosmetics. Make sure the notification holder and the shop holder are aligned, ideally the same company, or listings and ads can stall on mismatched documents.
- Decide who holds the notification before choosing a shop route
- Prepare ingredient, manufacturer and label documents for the filing
- Check that creator claims stay within what the notification supports
- Re-check current rules with the Drug Administration of Vietnam before filing

9. The creator plan for each entry route
Your creator plan should follow your shop route, because affiliate links, sample logistics and content ownership all depend on who holds the shop.
Before the listing is live, creators can build awareness and test messages, but avoid purchase calls and firm efficacy claims for products that cannot yet be bought or are still awaiting notification. Once the listing is live, add affiliate links, then scale with freecast and livestreams.
- Cross-border: seed from local stock if possible, open affiliate once delivery times are known
- Distributor: agree in the contract who books creators, who pays, and who owns the content
- Own entity: full programme of KOC seeding, KOL launches and brand livestreams
- All routes: disclosure before and during the ad under Article 15a
10. Decision checklist for Korean HQ
Use this checklist in your entry meeting. It keeps the discussion on facts you can verify rather than on which agency sounds most confident.
Example: a Korean toner brand that already works with a Vietnamese importer could start on Route 2 for six months, with the importer holding both the notification and the shop, a brand authorisation limited to TikTok Shop and Shopee, and a clause giving the Korean team read access to shop data. That keeps the option to move to cross-border or its own entity once sales justify it.
- Has TikTok confirmed in writing that our Korean entity can sell in Vietnam?
- Is our category accepted on that route?
- Who holds the cosmetic notification, and is it the same company as the shop?
- Who owns customer data, creator contracts and content?
- Can we deliver samples and orders fast enough for creator campaigns?
- What is our exit plan if a partner relationship ends?
FAQ
Frequently asked questions
Can a Korean company open TikTok Shop Vietnam without a local entity?
TikTok Korea's Korea-SEA cross-border programme (announced 13 November 2025) lists Vietnam and says Korean documents are enough, but TikTok Shop's Vietnam seller guidelines only admit Vietnamese citizens and Vietnam-registered entities. Ask TikTok to confirm your eligibility in writing before planning around it.
Do Korean cosmetics need a Vietnamese notification to sell on TikTok Shop?
Yes, plan on it. Under Circular 06/2011/TT-BYT, cosmetics can only be placed on the Vietnamese market after the notification is received, and the holder must be licensed to trade cosmetics in Vietnam. The Advertising Law also requires a notification for cosmetics advertising.
Can my distributor use our brand name in the TikTok Shop name?
Only with your written authorisation, according to TikTok Shop's Vietnam guidelines. The word Official is allowed only when the brand owner's authorisation has been submitted.
Should we start creator seeding before the shop is live?
It can help build awareness and test messages, but avoid purchase calls and efficacy claims for products that are not yet listed or notified. Add affiliate links once the listing is live.
Which route is best for a first test in Vietnam?
If your existing importer already holds notifications, a distributor-run shop is usually the quickest low-risk test. If TikTok confirms cross-border eligibility for your category, cross-border gives more control. A local entity makes sense once demand is proven.
