KOC Marketing: The Complete Guide to Key Opinion Consumer Campaigns
KOC marketing means working with key opinion consumers: everyday users who review products for a small but engaged audience, often on TikTok, Facebook, Instagram and Shopee. Instead of one big voice, a brand gets many credible ones, and the volume of honest-sounding reviews is what moves purchase decisions. This guide covers the definition, the three ways brands pay KOCs, how to size and run a campaign end to end, and the Vietnamese rules that have applied to paid creator content since 2026.

Short answer
What is KOC marketing?
KOC marketing is a creator strategy built on key opinion consumers, ordinary buyers with small, trusted audiences who post real reviews. Brands work with many KOCs at once through paid booking, freecast (product in exchange for content) or affiliate commission, aiming for volume, search visibility and conversion rather than celebrity reach.
- KOC = key opinion consumer; KOL = key opinion leader
- Strength: trust and volume, not reach per post
- Three models: paid booking, freecast or gifting, affiliate
- Works best with a clear brief, tracking and a content approval step
- In Vietnam, paid content must be disclosed as advertising
- Payments to individuals may require 10% tax withholding
1. What is KOC marketing, and what counts as a KOC?
KOC marketing is the practice of recruiting many everyday consumers to try a product and share their experience with their own followers. A KOC is usually a buyer first and a creator second: someone who posts honest reviews, unboxings or routines, and whose audience trusts them because they look like a peer.
In practice we use three signals to tell a KOC apart from a hobby account or a larger KOL: consistent posting in one category, comments that show real conversation rather than emoji spam, and content that shows the product being used, not just held. Follower count matters less than those three.
- Typical platforms in Vietnam: TikTok, Facebook, Instagram, YouTube Shorts, Shopee Video
- Typical formats: review, unboxing, before-after, routine, comparison, LIVE
- Typical goals: social proof, search results, affiliate sales, UGC for ads
2. KOC vs KOL: what is the difference?
A KOL is booked for authority or reach; a KOC is booked for relatability and volume. A KOL launch video can put a product on the map in one day, while thirty KOC reviews make sure that anyone who searches the product afterwards finds real people using it.
Most effective plans use both, in order: KOCs first to fill search results and test messages, then KOLs to amplify a story that is already proven. We cover tiers and the right mix in a separate guide.

3. Why do brands in Vietnam invest in KOC marketing?
Vietnamese shoppers check reviews on social platforms and marketplaces before buying, and a product with no visible reviews looks risky. KOCs solve that problem at a scale and cost that celebrity work cannot match.
KOC content also fits the way commerce works now. On TikTok Shop and Shopee, creators can add a product to their showcase and earn commission, so a good review can be a sales channel, not just awareness. The same videos, with the creator's permission, become ad creative.
- Fills social search with real reviews before a launch peaks
- Gives many message tests in parallel
- Connects directly to affiliate selling on TikTok Shop and Shopee
- Produces UGC-style creative that can be reused in ads
- Spreads risk: one weak creator does not sink the campaign
4. What are the three commercial models for working with KOCs?
Every KOC deal falls into one of three models, or a mix. Choosing the model first keeps the brief, the contract and the reporting consistent.
- Paid booking: a fixed fee for agreed deliverables (for example one TikTok video and one story), with dates, revisions and usage rights in the contract
- Freecast or gifting: the KOC receives the product and posts in exchange, without a cash fee; good for volume, weaker on control and deadlines
- Affiliate: the KOC earns commission on orders through their link or showcase; good for performance, but content volume is never guaranteed
- Hybrid: a smaller fixed fee plus commission, common for proven sellers

5. How do you plan a KOC campaign?
Start from one objective and work backwards. A campaign that wants awareness, sales and ad creative all at once usually delivers none of them well.
Our planning sheet has six lines, filled in this order before anyone contacts a creator.
- Objective: search visibility, affiliate sales, UGC for ads, or launch buzz
- Model: paid, freecast, affiliate or hybrid, per creator group
- Creator profile: category, platform, audience location, content style
- Volume and timeline: how many posts, over how many weeks
- Message: two or three proven hooks and the claims you can legally make
- Measurement: what you will count, from which source, every week
6. How many KOCs do you need?
The right number depends on what you want people to find and how many of your recruits will actually post. Size the campaign from the output you need, not from a round number.
Example: a brand wants at least 40 review videos visible when people search its product name during launch month. From past campaigns it expects that a share of recruited freecast KOCs will not post on time, so it recruits more than 40 and books a smaller paid group whose delivery is guaranteed by contract. The exact buffer comes from your own history; if you have none, start with a pilot of 10 to 20 creators and measure the posting rate before scaling.
Budget, sample stock and the team's capacity to review content also set a ceiling. One coordinator can only check so many drafts per day without approvals slipping.
7. How do you find and vet the right KOCs?
Look for fit and authenticity before size. A KOC with a modest following in your exact category often outperforms a bigger general lifestyle account.
Check recent posts, not the best post; read the comments; look at how they talk about products they were not paid for; and confirm the audience is in the cities you sell to. Our dedicated guide covers fake-follower checks, outreach messages and a scoring template.
8. What does KOC marketing cost?
Cost depends on the model and the deliverables, not on follower count alone. We do not publish rate cards, because prices move with category, season and platform, and a number out of context misleads more than it helps.
The main drivers are the platform and format, the number of deliverables, usage rights for ads, exclusivity, deadlines around mega sales, and whether the creator also runs LIVE. For freecast and affiliate, the real cost sits in samples, shipping, commission and the team time to manage many small relationships.

9. What does the end-to-end KOC workflow look like?
A KOC campaign is an operations job. The workflow below is what we run, and each step has an owner and a record.
- 1. Brief: objective, hooks, do-and-don't claims, disclosure wording, deadlines
- 2. Sourcing and shortlist: scored against the creator profile
- 3. Outreach and confirmation: terms, deliverables, rights, payment details
- 4. Contract or written agreement, including the advertising disclosure clause
- 5. Product shipping and receipt check
- 6. Draft review and approval, with version history
- 7. Posting and link check: live URL, product tag, disclosure visible
- 8. Reporting and payment reconciliation, including tax withholding where required

10. Do Vietnam's advertising rules apply to KOCs?
Very often, yes. Decree 55/2024/ND-CP defines an influencer under consumer protection law to include people who have a significant following on media or whose accounts qualify for advertising or selling programmes on digital platforms, and who are sponsored by a business to recommend its products. Many KOCs with an affiliate showcase fit that description.
Advertising Law amendment 75/2025/QH15, in force since 1 January 2026, adds Article 15a: such influencers must verify the advertiser, check product documents, not introduce products they have not used or do not understand, and announce the advertisement immediately before and during it. Article 6 of the amended law also requires cooperation between parties in advertising to go through an advertising contract.
Decree 87/2026/ND-CP, in force since 15 May 2026, fines an individual influencer 60 to 80 million VND for not announcing the advertisement at all, and 80 to 100 million VND for introducing a product they have not used or do not understand. Brands should give KOCs the product documents, put disclosure wording in the brief and keep proof that the KOC actually received and used the product.

11. How should you pay KOCs and handle tax?
Paying many individuals creates admin that brands underestimate. Under Decree 253/2026/ND-CP, from 1 July 2026, an organization paying remuneration of 5 million VND or more per payment to a resident individual without a labour contract (or with one under three months) must withhold 10% personal income tax before paying, according to the Thuvienphapluat summary of Articles 50, 58 and 61. Below that amount, withholding applies when the individual asks.
Collect tax codes and payment details at confirmation, not after posting, and reconcile fees, commissions and withholding in one place. Check the current rules with your accountant, because tax guidance changes.

12. How do you measure KOC marketing?
Measure against the objective you chose in planning. A search-visibility campaign and an affiliate campaign need different scorecards.
For visibility, count live posts, views, saves and how many reviews appear when you search the product name. For sales, track orders and settled revenue per creator, not just gross order value. For UGC, count usable assets and how they perform once used in ads.
- Delivery: posting rate and on-time rate by creator group
- Content: views, engagement rate, saves, comments that mention buying
- Commerce: product clicks, orders, settled revenue, commission
- Efficiency: cost per live post and cost per order, by model
13. Example: a three-tier KOC campaign for a snack brand
Example: a Vietnamese snack brand launches a new flavour on TikTok Shop and Shopee and wants reviews visible in launch week, then steady affiliate sales.
Tier one is a group of freecast KOCs in food and student lifestyle who receive a tasting box and a one-page brief; their job is volume. Tier two is a smaller group of paid KOCs with contracted deadlines and ad usage rights; their job is guaranteed, approved content. Tier three is affiliate: the product sits in TikTok Shop Open Collaboration from day one, and creators from tiers one and two who sell are invited to Target Collaboration. Every brief carries the same disclosure line, and paid KOCs above the withholding threshold provide tax details before shipping.
14. What mistakes should you avoid in KOC marketing?
Most failures come from treating KOCs like a media buy instead of a relationship pipeline.
- Choosing by follower count instead of category fit and comments
- Sending product without a brief or a posting deadline
- Scripts so tight every video sounds the same
- Claims the KOC cannot legally make or has not experienced
- No disclosure wording, no proof of product use
- Tracking spread across chat apps and spreadsheets nobody owns
- Paying individuals without collecting tax details first
FAQ
Frequently asked questions
What does KOC stand for?
KOC stands for key opinion consumer. It describes everyday buyers who share genuine product experiences with a smaller, trusting audience, as opposed to KOLs, key opinion leaders, who are booked for authority or reach.
Is KOC marketing the same as influencer marketing?
It is one part of influencer marketing. KOC marketing focuses on many smaller, consumer-like creators and on volume and trust, while broader influencer marketing also includes celebrities, experts and large KOLs.
Do KOCs have to disclose sponsored posts in Vietnam?
If they are paid or sponsored, yes. The amended Advertising Law requires influencers to announce advertising immediately before and during it, and social media users who advertise must mark sponsored content. Include the exact wording in your brief.
Is freecast better than paid KOC booking?
Neither is better in general. Freecast gives volume at low cash cost but less control over timing and quality; paid booking guarantees deliverables and rights. Many campaigns use freecast for reach and a paid group for content that must be on time and approved.
How long does a KOC campaign take?
A focused campaign usually needs one to two weeks for brief and sourcing, a week for shipping and drafts, and two to four weeks of posting. Affiliate programmes then run continuously. Mega sale dates compress all of this, so book earlier.
