TikTok Shop Affiliate Creators: How Sellers Recruit and Manage KOCs
TikTok Shop affiliate creators are KOCs and KOLs who promote a seller's products in short videos or LIVE sessions and earn a commission on the orders their content drives. For sellers in Vietnam, it is the main way to scale creator content on TikTok Shop without booking every video individually. This guide explains how the program works according to TikTok Shop's own seller guides, then how to recruit, manage and pay affiliate KOCs.

Short answer
How does TikTok Shop affiliate work for sellers?
Sellers add products to an affiliate collaboration and set a commission rate. Open Collaboration lists products for any creator to promote; Target Collaboration invites chosen creators, usually on better terms. Creators add products to their showcase, post videos or go LIVE, and earn commission on attributed orders, calculated on revenue minus refunds. Sellers can also offer free samples.
- Open Collaboration: any eligible creator can promote
- Target Collaboration: invite specific creators with set terms
- Commission is a percentage the seller sets per product
- Free samples can be offered in both collaboration types
- Commission is paid on settled orders, net of refunds
- Track creators, videos, orders and GMV in Affiliate Center
- Flat fees for key KOCs are agreed outside the platform
1. What are TikTok Shop affiliate creators?
TikTok Shop affiliate creators are creators who add a seller's products to their showcase and tag them in videos or LIVE sessions, earning a commission on each attributed sale. The seller pays only when an order is completed, which makes affiliate a performance-based channel.
In Vietnam, most affiliate creators are KOCs: everyday users with smaller, engaged audiences who review, unbox and demonstrate products. Larger KOLs also join affiliate programs, often with a fixed fee on top. The seller's job is to make its products attractive to promote, then manage the creators who actually sell.
All the program rules below are taken from TikTok Shop Academy's seller guides for Vietnam. TikTok updates these features often, so check the current guide in Seller Center before changing your setup.
2. Open Collaboration vs Target Collaboration: what is the difference?
TikTok Shop's affiliate guide for Vietnam describes two collaboration types, formerly called plans: Open Collaboration and Target Collaboration. Open is for reach; Target is for creators you choose.
With Open Collaboration, products are available for all creators to browse in the product marketplace or on the product page, and interested creators can add them to their showcase. With Target Collaboration, the seller invites specific creators, sets the products, commission and validity period, and creators start promoting after they accept. TikTok's guide recommends starting with Open Collaboration and moving to Target Collaboration with creators you have built partnerships with. Sellers can use both at the same time.
- If a product is in both, the creator receives the Target Collaboration commission
- Target invitations: up to 50 creators and up to 100 products per invitation, according to TikTok's guide
- Sellers can send up to 1,000 target invitations in 24 hours
- An invitation includes a name, validity date, contact info, optional message and preferred content type
- Preferred content type is guidance only; creators can still post any content type and earn commission
3. How is affiliate commission set and paid?
The seller sets a commission rate per product. TikTok shows a suggested rate, but the guide states the final rate is the seller's decision. TikTok Shop's Vietnam registration page also notes that new sellers' products are automatically added to Open Collaboration with a commission rate based on product category, so check what is already live after onboarding.
Commission is earned on orders, not clicks. According to TikTok Shop's affiliate order guide, actual commission equals revenue minus refunds, multiplied by the commission rate. Orders move through statuses such as pending, settled, ineligible (cancelled or refunded) and frozen (under risk control), and creators can withdraw commission once the order is settled.
- Lowering a rate: creators already promoting keep the old rate for 30 days; new creators get the new rate
- A seller can keep changing the rate for new creators, so one product may carry several active rates
- Target Collaboration edits apply from the next day for creators already promoting
- Free sample orders are not shown in affiliate order details
4. How do free sample requests work?
Free samples let creators request a product to use in their content, and they can be offered in both Open and Target Collaboration. Sellers enable samples per product and manage the rules on a central Sample Settings page in Affiliate Center.
On that page, sellers set sample stock, choose which SKUs are eligible, define creator eligibility criteria and switch on auto-approval with a quota. Requests that do not meet auto-approval rules go to manual review. TikTok's guide says sellers have 7 days to review a request before the platform cancels it automatically.
- Creators have 14 days after receiving the sample to post content
- Fulfilment means adding the product link and keeping the video public for at least 3 days, or pinning it in a LIVE for at least 10 minutes
- Sellers can send one reminder to creators who have not posted 5 days after receiving the sample
- Sample stock is deducted from the product's total inventory
- TikTok's creator guide warns that creators with a 0% fulfilment rate on 5 or more delivered samples may have sample access restricted
5. How do you recruit affiliate KOCs?
Recruit in two layers: open the door wide with Open Collaboration, then hand-pick the creators who sell. Affiliate Center's creator search lets sellers filter and invite creators, and the sample request filters show category, follower count, content type, GMV in the last 30 days, average views and average LIVE viewers.
Do not judge only by follower count. For affiliate, a creator's recent sales in your category and their sample fulfilment record matter more. TikTok's sample filters include a 'reliable creators' option showing the top 20% by ratio of samples received to content posted.
- Category fit: has the creator sold or promoted similar products in the last 30 days?
- Content format: videos, LIVE or both, matched to your product
- Audience: follower age and gender filters against your buyer profile
- Track record: GMV, views per video, sample fulfilment
- Fit with your brand: tone, claims they make, past controversies
6. How do you manage affiliate KOCs once they join?
Affiliate scale creates an operations problem: dozens of creators, samples in transit, videos to check and commissions to reconcile. Treat the affiliate roster like a pipeline with stages, not like a list of usernames.
Give every creator a short brief even in Open Collaboration: key benefits, claims they may and may not make, the price and voucher, and disclosure expectations. TikTok requires creators to turn on its content disclosure setting when promoting a brand, product or service, and Vietnam's amended Advertising Law (Law No. 75/2025/QH15, in force from 1 January 2026) requires influencers conveying advertising to verify product documents and announce the advertising. We recommend treating affiliate videos the same way as paid posts.
- Stages: invited, accepted, sample requested, sample shipped, content pending, posted, selling, paused
- One brief per product with locked claims and the current offer
- Weekly check of new videos for wrong claims or prices
- Rate creators after sample completion so the next seller sees useful feedback
7. How do you track affiliate orders and GMV?
Track three levels: creator, content and order. Affiliate Center shows, per collaboration, how many creators accepted, how many posted and which videos are attributed to each product, and the affiliate analytics and order pages break down orders and GMV.
Understand the order definitions before reporting. TikTok Shop distinguishes SKU orders (each product line in an order) from created affiliate orders (each order a buyer places). One buyer purchasing two different products counts as two SKU orders but one created order, so make sure the brand, agency and creators use the same metric.
- Per creator: videos posted, LIVE sessions, orders, GMV, refunds, commission
- Per video: views, product clicks, orders, GMV
- Per product: creators added, creators posted, GMV, return rate
- Settled vs pending: report commission on settled orders, not estimates
- Sample ROI: GMV from creators who received samples vs sample cost
8. When should you combine a flat fee with commission?
Use a flat fee plus commission when you need guaranteed content, a fixed posting date or a creator whose time is in demand. Pure commission works for long-tail KOCs testing your product; it rarely secures a launch-day video from a high-demand creator.
The commission still runs through TikTok Shop's affiliate program, while the flat fee is a separate agreement between the brand or agency and the creator. Write down what the fee buys so it does not overlap with commission: number of videos or LIVE sessions, posting dates, minimum time the content stays public, approval rounds and any usage rights.
- Commission only: open long-tail KOCs, low risk, uneven output
- Flat fee plus standard commission: key KOCs for launches or sale days
- Flat fee plus higher target commission: proven sellers you want to keep
- Performance bonus: an extra payment if GMV passes an agreed threshold
9. Example: structuring a 60-KOC TikTok Shop launch
Example: a Vietnamese skincare brand launches a new serum on TikTok Shop. It wants broad content in the first month and strong sales on a mega sale day.
The seller puts the serum in Open Collaboration with a standard commission and free samples gated by category and fulfilment criteria. It invites 40 KOCs to a Target Collaboration at a higher commission, with samples auto-approved for that invitation. Twelve KOCs with strong category GMV receive a flat fee for two videos each plus the target commission. Eight are booked for LIVE sessions on the sale day. The agency tracks every creator in one board, checks videos weekly against the brief and reports GMV on settled orders.
After four weeks, creators whose videos sell move to the target list; those who never post after samples are excluded from the next round.
10. What mistakes do sellers make with TikTok Shop affiliate?
Most problems come from treating affiliate as passive. Turning on Open Collaboration is the start, not the strategy.
- Approving every sample request without criteria, then running out of sample stock
- Cutting commission suddenly, which annoys active creators even with the 30-day grace period
- No brief, so creators invent claims or quote old prices
- Reporting estimated commission instead of settled orders
- Paying flat fees without written deliverables and dates
- Letting good creators go quiet instead of moving them to Target Collaboration
FAQ
Frequently asked questions
What is the difference between Open and Target Collaboration on TikTok Shop?
Open Collaboration makes products available for any eligible creator to promote at the commission the seller sets. Target Collaboration lets the seller invite specific creators with chosen products, commission and validity dates. If a product is in both, TikTok's guide says the creator receives the Target Collaboration commission.
How much commission should I offer TikTok Shop affiliates?
There is no fixed rate; TikTok suggests a rate but the seller decides. Work back from your margin after platform fees, discounts and expected returns, then offer a base rate in Open Collaboration and higher rates in Target Collaboration for proven creators.
How long do creators have to post after receiving a free sample?
According to TikTok Shop's seller guide for Vietnam, creators have 14 days after receiving the sample to post. A short video must include the product link and stay public for at least 3 days, or the product must be pinned in a LIVE for at least 10 minutes.
Do creators earn commission on returned orders?
No for full refunds or cancellations; those orders become ineligible. For partial refunds, TikTok calculates commission as revenue minus refunds multiplied by the commission rate, so only the kept items earn commission.
Can I pay a KOC a fixed fee and commission at the same time?
Yes. Commission runs through TikTok Shop's affiliate program, and a fixed fee can be agreed separately in a contract. Define what the fee buys, such as number of videos, dates and how long posts stay public, so it does not overlap with commission.
